Stellantis answers Chinese rivals in Paris with an affordable electric Citroen 2CV

Stellantis is launching six new models and nine concepts at the Paris show, including an affordable retro electric Citroen 2CV. Ars Technica's writer expects none of it to reach the United States, so US operators are likely to read about these cars without a chance to order one.

What happened

  • Reuters said European and Chinese automakers were expected to unveil as many as 60 new models at the show on Monday.
  • About 20 Chinese brands are attending, including BYD and Chery, double their presence at the 2024 show.
  • Days before the show the EU announced a deal with China that could cut Chinese hybrid imports by more than half, without saying how it would be implemented.
  • Reuters described the Stellantis lineup as a turnaround after years in which the group kept a low-key presence at shows on the continent.

Why it matters

  • What it limits constraint A US operator has nothing from this show to put on an order sheet: the 2CV is a concept, and Ars Technica's writer expects no US sale.
  • Who's exposed exposure BYD, Chery and MG face the hardest hit if the EU-China deal is implemented, according to Jefferies, because the three made up 90% of Chinese-brand hybrid sales in the EU through August.
  • Who has to decide decision A European fleet buyer waiting for a cheap EV is waiting on rules still in draft: the Commission's local-content legislation and an EU-China deal with no published implementation.

The original Citroen 2 CV had to be cheap enough for a farmer to buy and rugged enough to get produce to market without breaking it [1]. Citroen says affordability, lightness, practicality and versatility were top of mind in designing the 2 CV Concept it brought to Paris [2]. Stellantis CEO Antonio Filosa told attendees at a Sunday evening event they would "witness the reinvention of a European icon" [4], and Reuters describes the car as an affordable retro electric version of the 2CV aimed at fending off Chinese competition [5].

That is the company's account of the car. What buyers did is easier to check. Chinese brands have gained share rapidly in Europe in the last three years [12], and Stellantis, the world's No. 4 automaker, is showing in Paris as part of a bid to regain lost market share in Europe [7].

The price of a car like that depends on rules that are still being written. The EU imposed tariffs on Chinese-made fully electric vehicles in October 2024 [13]. The European Commission is also working on legislation with 'Made in Europe' provisions mandating minimum local content in EVs for access to large parts of the EU market [14]. Volkswagen CEO Oliver Blume welcomed progress in EU-China trade talks on Sunday evening [15], then said: "Europe must still ensure a level playing field in its own markets." [16] We think the 2CV's eventual price will tell buyers more about Stellantis's costs and those rules than the concept does.

The US side of the contrast rests on one writer's judgement. The Ars Technica writer wrote: "I'm pretty sure none of the stuff you're seeing here will come to the United States." [17] His example from the US lineup is a V8 Hellcat-powered Charger that Stellantis is about to relaunch [18]. His headline frames the show as an alternative to big SUVs [19], but he does not survey US lineups. Neither report includes a price or sale date for the 2CV, or any Stellantis plan for the US.

For a team deciding what to do with a show like this, two tests sort almost every reveal: whether it has a price and a sale date, and whether it will be sold in your market.

- Priced and sold in your market: put it in the plan. - Priced and sold elsewhere: use it as a benchmark for what a competitor can build at that cost. - Unpriced and headed for your market: hold a placeholder and ask the dealer or distributor for a date. - Unpriced and not headed for your market: treat it as a statement of intent from the brand.

We'd keep that last cell out of any purchasing plan. The cost is lateness, because a team that waits for a price hears about the car after anyone who tracked the concept. The gain is a budget with a number in it that can be checked. The 2CV concept sits in the unpriced row, and, on the Ars Technica writer's account, in the not-headed-for-the-US column.

What to watch

  • Whether Citroen publishes a price and a sale date for the 2CV, and for which markets.
  • How the EU-China hybrid deal is implemented, since Reuters says the bloc has not detailed it.
  • What minimum local content the Commission's 'Made in Europe' EV legislation sets.
