Putin sets the price of a European peacekeeping force at war with Russia

Speaking to reporters at a BRICS summit in India, Putin said European troops in Ukraine would mean war with Russia while denying that his country threatens Europe. Lavrov said Saturday that the fighting continues through any talks.

What happened

  • Local officials said Saturday that Russian strikes killed five civilians and wounded dozens, with deaths reported in Zaporizhzhia, Kryvyi Rih and at a grocery store in Zhytomyr region.
  • Zelenskyy said Ukrainian forces struck chemical industry facilities in Samara and Perm, and the outlet Astra reported drone attacks on chemical plants in both Russian regions.
  • Zelenskyy told Deutsche Welle he would meet Putin if both were invited to the G20 summit in Miami in December, an attendance Putin's adviser said has not yet been discussed.

Why it matters

  • What doesn't add up contradiction Within one press availability Putin defined a European deployment as war with Russia and said of any Russian threat to Europe that there is no such threat and never has been. Anyone reading the escalation path has to pick which sentence governs.
  • What it limits constraint Lavrov's condition is that the strikes continue while talks are live. Grid damage keeps accruing into winter regardless of diplomatic progress.
  • Who's exposed exposure Tusk's account moves the risk onto crossing points at the European frontier. Assets and staff on the Polish and Moldovan side of the border sit inside the same target set as Ukrainian cities.
  • Who has to decide decision European governments that pledged commitment to a peacekeeping force must now decide whether to name a deployment date. Moscow has attached an explicit declaration to it.

Saturday's wounded, added up from the places Ukrainian officials named, come to 39: one in Zaporizhzhia, three in Kryvyi Rih, and 35 in Odesa and the surrounding area [19][5][6][7]. About nine in ten of the day's wounded came from that one attack. The Odesa regional head Oleh Kiper called it a "massive attack", and it destroyed the upper floors of a residential high-rise [20][7]. The five dead were spread across three locations, two of them at a grocery store in Zhytomyr region [21][8].

Ukrainian officials say the air campaign is aimed at the power grid before winter and is meant to demoralise civilians. It now uses ballistic missiles and jet-powered drones to pierce defences, they say [9][10]. The four incidents itemised for Saturday hit a residential area, the city of Kryvyi Rih, a high-rise and a grocery store; none of them damaged a power asset [23].

Sergey Lavrov set out the terms on Saturday. Russia is "ready for negotiations", the Russian foreign minister said, but the "special military operation" "will not be suspended during this period of negotiations" [18].

Putin's two sentences on Friday point in different directions. Sending troops into Ukraine "means a war with Russia", he told reporters at the BRICS summit in India [1]. Of any Russian threat to Europe, he said "there is no such threat and never has been", and added that "we do not threaten, nor do we intend to threaten, European countries" [2][3]. European leaders have pledged commitment to a potential peacekeeping force, a prospect Moscow has repeatedly called unacceptable; the deployment they have not dated now carries an explicit threshold [12].

Donald Tusk put the nearer risk at the crossing points. Two incidents this week on Ukraine's borders with Poland and Moldova were a preview of potential intensified Russian provocations at border crossings with Europe, the Polish prime minister said Thursday [13]. Tusk said two people died when Russian drones hit the Starokozache crossing between Ukraine and Moldova on Tuesday night. A "direct threat" to a Polish-Ukrainian crossing the following night was avoided thanks to cooperation between Warsaw and Kyiv, he said [14]. Counting those, the week's reported deaths reach seven [22].

Ukraine's own strikes ran the other way. Zelenskyy said Ukrainian forces hit two chemical industry facilities in Russia, one in Samara and one in Perm; the regional governors did not immediately comment, and the Russian independent outlet Astra reported drone attacks on chemical plants in both regions [11].

The nearest venue on the calendar is December. Zelenskyy told Deutsche Welle he would meet Putin if both were invited to the G20 summit in Miami [15]. Putin's foreign policy adviser Yuri Ushakov said Saturday that the possibility of Putin attending had not yet been discussed [16]. Kremlin spokesman Dmitry Peskov restated the standing counter-offer: "If he really wants to meet with Putin, Putin has already said that he could fly to Moscow" [17].

In my view the escalation in this record is the widening target set: the grid inside Ukraine and the crossings on the border with Poland and Moldova. Both proceed while Moscow describes itself as available for talks [9][13][18]. The de-escalation case is built from the same transcript: Putin's denial of any threat to Europe, and Lavrov's stated readiness to negotiate [2][18]. A Kremlin confirmation that Putin will be in Miami in December would settle which of the two is operative [16].

What to watch

  • Whether the Kremlin confirms Putin for the December G20 in Miami, after Ushakov said the possibility had not yet been discussed.
  • Whether any European government moves from a pledge of commitment to a named date for a peacekeeping deployment.
  • Whether strikes hit the Polish and Moldovan crossing points Tusk described, rather than only targets inside Ukraine.
