China's security minister answers the US slowdown pitch by asking for more compute
Dario Amodei's pacing framework only slows US labs by as much as their lead over Chinese ones allows. Whether it binds on anyone's capex depends on a decision in Beijing. Beijing has now made it.

What happened
- Dario Amodei's essay, published Saturday and later endorsed by Sam Altman and Elon Musk, urged Washington to strengthen chip export controls on China and crack down on alleged model distillation by Chinese labs.
- The state-backed Global Times said the essay's real agenda was to curb China's AI development through technological barriers and regulatory monopolies and to exclude China from the global AI governance system.
- State Security Minister Chen Yixin published an article on Sunday calling for accelerated construction of an AI security risk prevention and control system, describing AI as the main battleground of technological competition.
- Foreign Ministry spokesperson Guo Jiakun said on Monday that fear mongering, confrontation and competition would only disrupt the process of global AI governance, per a Reuters translation.
- Trump rejected the executives' calls during a trip to Ireland, saying "Look, we're leading China in AI... and, frankly I want to keep it that way because whoever wins AI, wins."
Why it matters
- Who has to decide decision Chen's call for more financial commitment to Chinese model makers, computing capacity and data is a budget instruction. It lands on the same balance sheets any tightening of export controls would squeeze.
- Who's exposed exposure Export controls would not address the commercial problem Tsinghua's Xiao Qian describes, in which Anthropic's closed-model approach is losing cost, performance and developer share to Chinese open-source systems.
- What it sets up precedent China's security ministry has now named Anthropic and OpenAI models as systems that lower the cost and skill needed to attack critical infrastructure. That gives Beijing a stated security rationale for restricting them domestically.

Amodei's pacing plan caps the slowdown at the size of America's leadConfirmed7 publishers
AI-related stocks slumped on Monday, and SoftBank, one of the biggest investors in OpenAI, fell 10% in Japan [13]. The pacing proposal at the centre of the week has a limit written into it by its author. "If we slow down by more than this amount, then (unpaced) CCP-associated projects will pull ahead, creating significant national security risk," Amodei said [14]. He told CBS News on Sunday that the "toughest dilemma" over his proposal to slow AI advancement was if China and other adversarial nations chose not to do the same [15].
The Global Times counted 12 mentions of China in the essay. It also quoted Amodei's own line that his measures, executed well, "would slow China's progress enough to widen America's lead significantly over the next 3-5 years" [18]. The same editorial called the "silent AI Cold War" "hypocritical and short-sighted" and said shutting China out would "significantly increase the trial-and-error costs and risks of loss of control in global AI development" [5].
Liu Shaoshan, an AI director in Shenzhen who once worked with Amodei, argued that casting AI as civilization-defining reframes an AI company as "strategic infrastructure," lifting its valuation and policy weight [17]. Hard to test, that one. It sits beside something measurable: CNBC reports that adoption of Chinese AI models is gaining traction among Western companies as their capability has improved [22].
In these three accounts Beijing's answer is words plus a budget, and no countermeasure on chips, licences or procurement was announced. US lawmakers, meanwhile, have urged new rules after two Anthropic researchers warned that rapidly progressing AI could lead to the extinction of the human race in the not-too-distant future [20]. I do not expect the pacing framework to bind on anyone's capex. The only half of it that needs no counterparty is the export-control ask, and that half lands on chip and model-licensing exposure whether or not Beijing reciprocates. Two other outcomes are live. In one, the mid-September talks produce joint language on frontier safety. That would make Amodei's condition operational. In the other, Beijing attaches a measure to the rhetoric, and cross-border semiconductor positions get repriced on a two-way fight.
Xi used the BRICS summit in New Delhi to say China will take the lead to help foster AI collaboration and development among developing countries [11]. The two governments are expected to discuss frontier AI safety in mid-September, and the issue could be raised when Trump and Xi meet on September 24 [12]. That falls ten days after Beijing's Monday response [21].
What to watch
- Chinese state funding for compute and data turning up as announced capex at named Chinese model makers.
- Any joint language on frontier AI safety emerging from the mid-September talks or the September 24 leaders' meeting.
- Enterprise licensing wins for Chinese open-source models at Western firms. Those wins would test Xiao Qian's claim about closed models.
