Hegseth hands the Pentagon's 120-day capability-gap study to the heads of SpaceX and Anduril
Defense Secretary Pete Hegseth named Elon Musk, Palmer Luckey and Newt Gingrich to lead a 120-day study of where the US military falls short. Two of the three run companies that hold Pentagon contracts, so the military's suppliers will help draft the first list of what it lacks.

What happened
- The Pentagon also plans an Autonomous Warfare Command to speed drones and uncrewed vehicles into service, due to become a four-star combatant command by October 1, 2027.
- Pentagon Chief Technology Officer Emil Michael will oversee the study, which must map future warfare domains, identify capability gaps and propose solutions.
- CNBC reported that the study will look years and decades ahead at how warfare could change and what the US needs to keep a technological edge.
- Hegseth announced the changes in his September 30 address at Marine Corps Base Quantico, alongside cuts to the ranks of general and flag officers.
Why it matters
- Who has to decide decision By late January the Pentagon has to choose whether to build its new autonomy command around a gap list co-written by two of its own suppliers.
- Who's exposed exposure Any later SpaceX or Anduril award in a category the study names as a gap will be judged against Musk's and Luckey's part in naming it.
- What it limits constraint The autonomy mission gets a new four-star post while the overall pool of general and flag officer posts shrinks, so senior headcount for it is found inside a smaller total.

Hegseth was specific about what the study is not for. "Project Meridian, the future of warfare, is not about developing new strategies or new policies," he said [9]. Its purpose, he said, is to "identify the domains that we must conquer, and capabilities we must master" [10]. A list of capabilities to master, with proposed solutions attached [6], looks much more like a requirement than a strategy paper does. Crypto Briefing reads the group's recommendations as a preview of where the Pentagon may direct attention and, potentially, spending [15].
The dates line up. A 120-day clock from the September 30 address [2] runs out around January 28, 2027 [14]. The new command's four-star deadline [4] falls roughly 246 days later [13]. Crypto Briefing notes that this gap leaves room for the study's findings to shape how the command is built, assuming the Pentagon acts on them [11].
The same outlet described the Defense Department contracts held by Musk's and Luckey's companies as extensive [7]. It said the overlap does not by itself imply wrongdoing but is the kind of arrangement that tends to attract scrutiny [12]. Neither source puts a dollar figure on those contracts, or on a budget for the new command.
Suppose the Pentagon accepts the list and builds the command around it. Then the categories named in January define what the command tries to field by October 2027, and suppliers already selling into those categories start ahead [11]. Crypto Briefing's caveat also allows for a shelved report. And the scrutiny the outlet expects [12] could push the department to keep the study's authors away from later awards in the gaps they named.
I think the value to SpaceX and Anduril lies in the wording of the January report, or rather in which capabilities it names as gaps, because any gap it names is one the new command has about eight months to plan around [13]. The case against starts with the command's job as described, which is integrating autonomous and robotic systems across the force [5]. Integration is coordination work. Neither source says the command will have money of its own. If the report names gaps neither company sells into, or the command reaches four-star status with no budget to buy anything, the worry about suppliers writing the list comes down to influence over priorities.
What to watch
- The Meridian report around late January 2027, and whether the gaps it names fall in categories SpaceX and Anduril already sell into.
- Whether AUTOWARCOM gets its own budget or acquisition authority before it reaches four-star status on October 1, 2027.
- Any recusal or ethics arrangement the Pentagon sets for Musk and Luckey once the study's recommendations reach procurement.

On September 30, 2026, Defense Secretary Pete Hegseth used a 'State of the Force' address at Marine Corps Base Quantico to unveil modernization moves headlined by Project Meridian, a 120-day study of where warfare is heading and where the US military is falling short.
- [3]
Project Meridian will spend 120 days looking years and decades ahead at how warfare could change and what capabilities the US military will need to maintain a technological edge.

The Autonomous Warfare Command (AUTOWARCOM) is anticipated to become a four-star combatant command by October 1, 2027.
- [5]
AUTOWARCOM's job is to speed up the integration of autonomous and robotic systems across the US military, including drones and uncrewed vehicles.
- [6]
Pentagon Chief Technology Officer Emil Michael will oversee Project Meridian; the group is tasked with mapping future warfare domains, identifying capability gaps and proposing actionable solutions for advanced military capabilities.
- [7]
Both Musk's and Luckey's companies currently hold extensive contracts with the Department of Defense, meaning two of the three people tasked with identifying the military's capability gaps run businesses that sell capabilities to the military.

The restructuring lands alongside reductions in the ranks of general and flag officers.

"Project Meridian, the future of warfare, is not about developing new strategies or new policies," Hegseth said.
- [10]
Hegseth said the purpose of Project Meridian is to "identify the domains that we must conquer, and capabilities we must master."

Meridian reports out in about four months while AUTOWARCOM is not slated to reach combatant command status for roughly a year, leaving room for the study's findings to shape how the command is built, assuming the Pentagon acts on them.

The overlap between the co-leads' companies and their study role does not by itself imply wrongdoing, but it is the kind of arrangement that tends to attract scrutiny.

About 246 days, roughly eight months, separate the end of Meridian's 120-day window from AUTOWARCOM's October 1, 2027 four-star deadline.

Project Meridian's 120-day window ends around January 28, 2027.

Whatever the Meridian group recommends will offer a preview of where the Pentagon may direct attention and, potentially, spending in the years ahead.
