Meritz Securities and Canton agree to study tokenized Korean debt as cross-border collateral

Meritz Securities and the Canton Foundation signed an MoU on Oct. 15 to explore tokenized Korean debt, collateral and cross-border liquidity. The release describes exploratory work with no completed transaction, and how far it goes depends on Korea's regulators.

What happened

  • The MoU names three work areas: tokenizing domestic assets under Korea's developing rules, testing Canton's privacy-enabled infrastructure, and cross-border use of tokenized sovereign-grade debt.
  • Canton is a public blockchain built by Digital Asset for institutional privacy, and its ecosystem reportedly includes more than 1,000 institutions, 62 of them Super Validators.
  • Meritz reported 8.35 trillion won of standalone shareholders' equity as of June 2026, which ranks fourth among Korean firms on that measure.
  • On Tuesday, S&P Dow Jones Indices, Kaiko, Derivnex, DRW and Marex disclosed a completed total return swap on Canton that used a tokenized benchmark.

Why it matters

  • What it limits constraint Token conversion of Korean assets can move only as fast as Korea's regulatory decisions, so neither Meritz nor Canton controls the pace of the first work area.
  • What's now possible capability If the third work area reaches a pilot, tokenized sovereign-grade Korean debt could be pledged as collateral across borders, a use the Canton Foundation calls a potential mechanism.
  • What doesn't add up contradiction Bitcoin.com News headlines the deal as Canton entering South Korea, yet its own text says the announcement covers exploratory initiatives with no completed transaction or operational product.

An MoU costs its signatories a few meetings, and this one was announced at that price. Bitcoin.com News, which received the release, describes it as exploratory initiatives, not completed transactions or operational products [3]. The report does not state a deal size, a timetable or a budget [9], so nothing in the announcement ties Meritz to an amount of capital.

The one named executive quoted is as preparatory as the document. Byungha Kang, managing director of Meritz Securities' Strategic Planning Unit, said: "Our collaboration with the Canton Foundation lays the groundwork for exploring how Korea's capital markets can be linked with global digital asset infrastructure." [5] Both operative phrases, "lays the groundwork" and "exploring", describe the step before a pilot.

The source also gives two sizes for Meritz without reconciling them. One is 8.35 trillion won of standalone shareholders' equity [10]; the other is around 65 trillion to 73 trillion won, with no label for what it measures [11]. The second is 7.8 to 8.7 times the first [12], so they are different measures, and neither says how much a pilot would use.

Set beside Tuesday's swap [13], the Meritz agreement outlines potential applications awaiting further development, and Bitcoin.com News says its practical reach depends heavily on Korea's regulatory decisions and on whether institutional participants put the infrastructure to work [6]. The dependency is built into the first work area, which is defined by a regulatory framework the report calls developing [2].

In our view the likeliest next event is a second announcement, not a transaction. The counter-argument is that a firm ranked fourth in Korea by equity [10] would not sign without a pilot in mind, and we cannot test that from this record. A third path is a narrow pilot in a single tokenized debt instrument. An executed trade in Korean debt on Canton, of the kind the swap was, would settle it against us.

What to watch

  • Korean regulatory decisions on tokenizing domestic securities, which set how far the first work area can go.
  • Any Meritz or Canton disclosure of a pilot with a named instrument, an amount and a date.
