Musk casts Starlink's stalled India launch as a fight with an 80% duopoly

Elon Musk accused unnamed Indian 'oligarchs' of blocking Starlink to guard a market where Jio and Airtel hold over 80% share. Both operators signed Starlink rollout deals with SpaceX last year, CNBC reported. The launch Musk wants runs through the companies he is attacking.

What happened

  • Jio and Airtel together count roughly 910 million broadband subscribers, according to government data cited by the South China Morning Post.
  • SpaceX's Lauren Dreyer said Starlink has 11,000 satellites in orbit serving more than 170 countries, a list that does not yet include India.
  • Jio, owned by Reliance Industries, is India's largest operator and is widely credited with cutting mobile data costs since its launch a decade ago.

Why it matters

  • What doesn't add up contradiction Musk blames incumbents, but the only obstacle the reporting documents is a security freeze by regulators. The cause of the delay depends on whose account an investor accepts.
  • What it limits constraint Starlink's announced route to Indian customers runs through agreements with Jio and Airtel. Publicly accusing both makes its own distribution channel harder to use.
  • Who has to decide decision Jio is leasing capacity from outside constellation providers and chooses who supplies its satellite service. An open fight with Musk bears on that choice.

The odd detail is who is on the list of counterparties. SpaceX announced deals last year with Jio and Bharti Airtel to roll out Starlink across India, and the service has still not launched [5]. Also on Wednesday, SpaceX's Lauren Dreyer told India Mobile Congress the company had been "working for years" in India, and she cited its memorandums of understanding with both operators [8]. Musk named no one [2]. "You can guess who they are," he said [3]. SCMP took the posts as a veiled dig at Mukesh Ambani and Sunil Bharti Mittal [6], whose companies are Jio and Airtel [4].

The pair already hold most of a large market. SCMP, citing the latest government data, puts Jio and Airtel at roughly 910 million broadband subscribers and more than 80% of the market [13]. At exactly 80%, the whole market would be about 1.14 billion subscribers, or 910 million divided by 0.8 [16]. The real share is higher, so the true total is smaller, and every other provider together holds fewer than about 228 million [17].

Jio has its own satellite plan. Jio Platforms announced in June that it would roll out low-orbit satellite service in India [10], and Akash Ambani told shareholders the company is partnering with leading global constellation providers to lease satellite capacity for a quick rollout [12]. CNBC did not identify those providers. Jio is renting capacity, so it has no constellation of its own to finance. Starlink owns 11,000 satellites serving more than 170 countries, according to Dreyer [18].

Musk's pitch is about price. Starlink would "enable high-speed, affordable internet connectivity for those who cannot afford current prices," he wrote in a second post [7]. The operator he appears to be accusing is the one widely credited with slashing high-speed mobile data costs in India since its launch a decade ago [15].

The obstacle the reporting actually documents is a regulator. Bloomberg reported in June that officials in New Delhi had frozen Starlink approvals over fears its terminals could be used even though the service was unlicensed [11]. SpaceX has denied the security concerns [9]. The oligarch charge rests on Musk's posts, and CNBC said it had asked Airtel and Reliance Industries for comment [14].

In one outcome, regulators lift the freeze and Starlink launches through the Jio and Airtel agreements, and Wednesday's posts turn out to have been pressure in a commercial negotiation. In a second, Jio's leased service reaches customers while Starlink's approvals stay frozen, and Jio gets satellite subscribers first. In a third, the freeze holds on security grounds whatever the operators want. I think the political reading is right as far as it goes: rollout deals signed last year with no launch since is more than a licensing formality [5]. The counter-case is in the same CNBC report. The documented hold-up is a security freeze, and the companies Musk attacks are the ones SpaceX signed to sell his service [8][11]. If the freeze is lifted and Starlink then launches through Jio or Airtel, the delay was regulatory.

What to watch

  • Whether New Delhi lifts the Starlink approval freeze Bloomberg reported in June, and on what security conditions.
  • Which constellation providers Jio names for its leased low-orbit service, and whether Starlink is one of them.
  • Whether Reliance Industries or Bharti Airtel answers CNBC, and whether either reaffirms or drops its Starlink rollout agreement.
