Waymo's 2028 Singapore robotaxi launch waits on Land Transport Authority approval
Waymo has a Singapore timetable that runs to 2028. Whether it holds depends on approval from the Land Transport Authority and a safety assessment at a government test centre Waymo still has to clear.
The Product Desk
What happened
- Waymo said its vehicles will start arriving in Singapore in the coming months to map the city, with autonomous testing behind human safety drivers to follow in 2027 and commercial service planned for 2028.
- The company has also dated London for the end of 2026, Tokyo for 2027 and Munich for late 2027, which would be its first city in the European Union.
- Waymo runs around 4,000 vehicles in about 15 US cities, and regulatory hurdles and political opposition have kept it out of New York City, Chicago and Washington, DC.
Why it matters
- What it limits constraint A partner building a 2028 Singapore revenue line is underwriting a government approval decision.
- Who has to decide decision The commitments land in 2026 and 2027, while cars are shipping and safety drivers are testing, long before anyone collects a fare.
- What it sets up precedent Four dated overseas cities give rivals and city officials a public calendar to score Waymo against, and London at the end of 2026 comes due first.

The first Waymo vehicles to reach Singapore will have a person in the driver's seat and nobody in the back paying for the trip. Their job is mapping [1]. The autonomous testing that follows in 2027 also keeps a human safety driver behind the wheel, and the paying ride comes in 2028 [1][2].
Waymo controls the front of that sequence. It ships the cars, it does the mapping, and it has had a corporate entity in Singapore since earlier this year plus a seat on the country's Steering Committee on Autonomous Vehicles [9]. The end of the sequence belongs to the government. Waymo needs the Land Transport Authority's approval before it can accept passengers, and Singapore requires every autonomous vehicle to pass a safety assessment at CETRAN before it goes on public roads [3][4]. The LTA and CETRAN wrote those tests, with input from the Traffic Police [4].
"Singapore has built one of the safest, most efficient, and most forward-thinking transportation ecosystems in the world," Waymo co-CEO Tekedra Mawakana said in a statement [5]. Waymo did not say how many vehicles it will send or what a ride will cost.
The US operation gives a rough size anchor. About 4,000 vehicles across roughly 15 cities works out at a bit under 270 per city [6][15]. That average mixes mature markets with ones that barely exist: Nashville, Denver, San Diego and Las Vegas were all announced this year [10].
Singapore is also the last of the four international cities Waymo has dated. London is set for the end of 2026, Tokyo for 2027, Munich for late 2027 [7], and Singapore for 2028 [14]. The Verge ran the news under the headline "Waymo says Singapore will be its next international robotaxi city", ahead of the London and Tokyo dates listed in its own story [8].
Singapore has put other autonomous vehicles through this machinery already. Authorities there have approved autonomous freight delivery, road-sweepers and self-driving buses for airport workers [11]. Motional, majority owned by Hyundai, ran a robotaxi pilot in Singapore in 2016, twelve years before Waymo's planned public launch [12][16].
For anyone whose own plan leans on 2028 (a supplier quoting sensor volumes, a fleet operator pricing depot space), the useful sort is by who owns each date. Waymo owns the shipping date, the mapping and the 2027 safety-driver year. The LTA owns the approval that lets a member of the public into the vehicle. Spending that pays back during mapping and testing sits on Waymo's calendar; spending that only pays back once passengers board sits on an assessment result that has not been published.
What to watch
- Whether Waymo's CETRAN safety assessment gets scheduled or completed, and whether the LTA publishes the result.
- Whether the London launch lands by the end of 2026, the first of Waymo's four dated international cities to come due.
- Any LTA notice naming how many Waymo vehicles are permitted for the 2027 safety-driver testing phase.
