BMO and Intermountain govern Workday agents through forums, contracts and business cases

Workday's Rob Enslin said the C1.ai acquisition makes Workday the identity governance layer for people, money and agents. The customers on stage, BMO and Intermountain Health, framed their own agent controls as scope, spending and sign-off.

BMO created a responsible AI Forum; all 55,000 BMO employees got Workday's self-service agent in June. Intermountain Health signed new contract terms, bought Flex Credits and tests each agent on cost and value. itpro.com lists its Payroll Agent as used; iTWire says it is next.

What happened

  • BMO launched Workday's self-service agent to all 55,000 of its employees in June, itpro.com reported.
  • To move forward with agents, BMO engaged stakeholders across the business and created a responsible AI Forum.
  • Intermountain Health signed Workday's new contract terms and bought a large bucket of Flex Credits, Workday's consumption currency for AI, before switching agents on.
  • Intermountain runs every agent through the same business-case test, modelled with Workday's value realisation team on what each agent will cost and where value will come from.

Why it matters

  • Who has to decide decision In our view, a buyer with HR and finance records already on Workday can take its agents now and defer the identity layer, but each policy moved onto the platform makes that later choice harder to unwind.
  • What doesn't add up contradiction itpro.com lists Intermountain's Payroll Agent among agents already used, while iTWire says it is next, so these accounts do not settle how far Intermountain's rollout has gone.
  • What it limits constraint Whatever a forum or a business case rules out is decided before outcome data exists, so BMO's and Intermountain's limits are first drafts open to revision.

The governance the two customers described is mostly about scope and pacing. Sarah Clements, BMO's head of HR and shared services, said: "We spent time with them explaining what the agent would do, and actually, more importantly, what it wouldn't do." [3] Mike Harmer, Intermountain's vice president of enterprise business platforms, said of Workday: "We can turn on the tech pretty fast. You guys make it pretty easy," [9] The hard part, he said, is getting operational leaders aligned, because caregivers and staff "need to rethink their workflows and how different teams work together." [10]

The trade-off in Harmer's account is speed against agreement. The software goes on quickly, and the organisational sign-off sets the pace. Intermountain's sequence follows from that: Workday Financials and supply chain management went live in April, and Harmer said consolidating onto one platform was the groundwork for AI [11]. BMO's HR team likewise brought the bank's policies and procedures into the Workday platform before exploring agent use cases [6].

Workday frames the same ground as identity. "We already govern the people, money, and agents at the heart of the enterprise," said Rob Enslin, the company's president and chief commercial officer [5]. In our view the customers described something different. A forum and a business case are decisions people make before an agent runs, while Enslin's layer covers agents alongside people and money [4]. Neither report quotes either customer on identity controls for agents.

Ethan Mollick, a professor of entrepreneurship at the Wharton School, spoke to the same Community Day crowd on day three of Workday Rising 2026 in Las Vegas [13]. "I've come to a conclusion about what the really big secret of AI is, which is that actually none of us know anything at all," he said. "Imposter syndrome is exactly where you should be right now." [12] The remark concerned AI as a whole. The deployment data on stage was early: Intermountain's self-service agent went live "two or three weeks ago" and already had "several thousand uses," iTWire reported [15].

What to watch

  • Whether Workday publishes the price, timing and product scope of the C1.ai acquisition.
  • Whether BMO or Intermountain report outcome data from their self-service agent rollouts.
  • Whether Intermountain's Payroll Agent goes live, which would reconcile the two accounts of its rollout.
