Meta, Stripe, Walmart and others launch joint personal agent protocol amid rival standards
Meta, Walmart, Stripe and Sierra are publishing an open protocol to identify AI shopping agents as Stripe Link's agentic purchases rose 38-fold in a month. Stripe and Walmart also back rival protocols, so merchants setting rules for bots face several standards at once.

What happened
- Meta's Muse launched on September 8 as the first personal agent to integrate with Stripe's Link wallet, paying with one-time virtual cards or stored credentials.
- Amazon has blocked Meta's agents, citing worries about website scraping.
- OpenAI and Anthropic have not signed on, though Taylor said he expects both to participate.
Why it matters
- Who has to decide decision Consumer businesses now have to decide which agents get into accounts and checkout, and what proof they will accept that a person stands behind the bot.
- What it limits constraint A merchant that writes its agent rules for one protocol risks a rebuild, since the protocol's own members have spread their bets, Stripe across three standards and Walmart across two.
- Who's exposed exposure Merchants that admit agents will be handling card and personal data passed by a bot, with the new standard offering only what Meta describes as some level of visibility and control.
- What it costs cost Amazon's block gives up orders from Muse, the top app on Apple's App Store, in exchange for keeping scraping agents off its site.

Meta, Walmart and Sierra set out to write shared rules for business AI agentsConfirmed2 publishers
Bret Taylor, the chairman of OpenAI, is leading the protocol, and OpenAI has not joined it [6][11]. OpenAI already has a commerce standard: the Agentic Commerce Protocol, co-developed with Stripe and released under Apache 2.0 in September 2025 [14]. Stripe also launched the Machine Payment Protocol with Tempo in March 2026 [15]. Counting the new group, Stripe is attached to three agent protocols [18]. Walmart is in two, because it also sits in the Universal Commerce Protocol with Google, Target, Etsy and Wayfair [13][19]. The two reports do not agree on the roster either: CNBC names Meta, Walmart, Stripe and Sierra [1][6], while CryptoBriefing lists Meta, Sierra, Genesys, Rocket, Shopify and Walmart [9].
So far the money moves through Stripe. Its Link wallet has about 300 million users and about 1 million merchants, and agentic purchases on it rose 38-fold in the month to late September, according to CryptoBriefing [20]. That month includes September 8, when Muse launched as the first personal agent wired to Link [12][21]. CryptoBriefing did not give the base, so 38-fold may be a small number growing fast. For a payments company, I'd expect the logic of sitting in three protocols to be plain: whichever one wins, the purchase can still settle through Link.
The new protocol is narrower than checkout. Taylor compared it to signing into websites with Google or Facebook credentials, a system he worked on as Facebook's tech chief, and said it would let businesses authenticate bots and see what they do [2]. "Companies will know when it's a personal agent versus an actual person. For a lot of companies there's a risk: you don't want just a random bot that isn't acting on behalf of a person to have access to this service," Taylor said [7]. He added: "It is kind of chaos until such a standard exists." [8]
David Singleton of Meta Superintelligence Labs said agents need customers' card and personal details to work, and that the standard creates some level of visibility and control [5]. That puts the protocol at the identity layer, with the Universal Commerce Protocol covering the full agent checkout [13] and the Stripe-Tempo protocol covering payment initiation [15]. CryptoBriefing calls the set overlapping and competing [17]. Or rather, they compete hardest at checkout, where both the Stripe-OpenAI protocol and the Google-backed one sit [13][14].
If OpenAI and Anthropic join, as Taylor said he expects [11], the protocol could become the identity check under whichever checkout standard a merchant already runs. If they stay out, merchants authenticate agents vendor by vendor. The third outcome is the one Amazon has already picked. It blocks Meta's agents over scraping [3], and in November it sued Perplexity, alleging the startup concealed its agents; Perplexity called the suit a "bully tactic" [4].
In my view, consumer businesses need an agent policy now, but building it around this one standard runs ahead of the evidence when its own members back rivals [18][19]. The counter-case is Muse's reach. It sits at the top of Apple's App Store ahead of ChatGPT [10] and has millions of US users, according to Singleton [16]. If OpenAI or Anthropic adopt the protocol, the case for planning around one standard is much stronger than I am allowing.
What to watch
- Whether Stripe discloses the dollar volume behind the 38-fold rise in agentic Link purchases.
- Whether checkouts built on the Universal Commerce Protocol at Target or Etsy accept agents identified under the personal agent protocol.
- Whether Shopify, named by CryptoBriefing but not by CNBC, appears as a formal member when the protocol is published.
