Pilot loan, depository target, then a rules deadline Dated steps for Sberbank's crypto lending and depository plans, and the Bank of Russia's deadline for transitional-provision institutions.

Timeline of three dates: December 2025, Sberbank's Bitcoin-backed pilot loan with Intelion Data; Dec. 1, 2026, Sberbank's planned digital depository launch; Sept. 1, 2027, the remaining compliance deadline for institutions admitted under the law's transitional provisions.

What happened

  • Interfax reported on Oct. 12, citing the regulator's website, that the exchange register holds nine organizations, among them Sberbank, VTB and T-Invest Lab.
  • Sberbank had already entered the digital depository register earlier in October, which gives it separate registrations for exchange services and for ownership records.
  • Registered firms must follow transaction execution and recordkeeping rules from the day they enter the registers, and transitional-provision institutions have until Sept. 1, 2027 for the rest.
  • crypto.news reported on Oct. 7 that Bitcoin, Ether and USDT are expected among the initial assets, offered through SberBank Online, SberInvestments and SberBusiness.

Why it matters

  • What it limits constraint Transaction and recordkeeping rules bind Sberbank from its registration date, and its depository would handle many transactions off public blockchains, so the compliance test falls on the bank's own ledger before the first customer product exists.
  • What's now possible capability Sberbank can now buy and sell digital currencies in its own name with its own funds outside organized trading, and the depository registration lets it record and transfer them.
  • Who has to decide decision Collateral lending still waits on regulatory permission: Popov said Sberbank wants to accept Bitcoin, Ether and USDT, and the one completed loan is the December 2025 Intelion Data pilot against mined cryptocurrency.

Bank of Russia gives peer-to-peer crypto trading until July 1, 2027

Sberbank's schedule did not change when the approval arrived. In July, first deputy chairman Alexander Vedyakhin gave the date for the depository: "Sber plans to implement the necessary infrastructure and launch the digital depository by Dec. 1, 2026," Vedyakhin said in the July coverage [5]. The October report gives the same Dec. 1 date for first products [2], and the admission rules took effect only on Oct. 5 [10].

Seven days separate that Oct. 5 effective date [10] from Interfax's Oct. 12 count of nine exchange operators [14][16], so eight operators besides Sberbank were already listed [17]. One of them is T-Invest Lab, part of T-Technologies, the group that also includes T-Bank [15]. We think the speed owes something to the simplified route the Sept. 24 notice gave existing financial-market participants [9]. The alternative is that applications under the full procedure were already queued, and the report does not say which route Sberbank took or which of the nine operators sit on a US blocked list.

Sberbank described its registration as letting it organize cryptocurrency circulation through existing platforms, so customers do not have to move to a separate service [6]. In our view the bank is therefore paying for a depository and a compliance process, and not for a new customer-acquisition channel.

The deadline arithmetic is short. An institution admitted under the transitional provisions has until Sept. 1, 2027 to finish [11], which is 274 days after a Dec. 1, 2026 launch [13].

We think Dec. 1 holds, because both registrations that gate it are done [14][3]. We would be wrong if the date passes with no products in the customer apps, or if regulators refuse permission for the Ether and USDT collateral Sberbank has said it wants to accept [12].

What to watch

  • Whether SberBank Online, SberInvestments and SberBusiness list Bitcoin, Ether and USDT products on Dec. 1.
  • Any US Treasury statement applying its blocked-institution rules to the crypto services of a registered Russian operator.
  • Whether the Bank of Russia permits Ether and USDT as loan collateral, and which admission route Sberbank used for the Sept. 1, 2027 deadline.
