Tether's Kazakhstan MoU puts its Hadron platform in contention for Alatau City's $60 million plan

Tether signed a non-binding MoU with Kazakhstan's central bank on a tenge stablecoin and pilots in Alatau City, where up to $60 million is to be tokenized. Nothing has been approved, and the parties have yet to choose an issuer, a blockchain or a reserve structure for the token.

What happened

  • Kazakhstan's National Bank already recognises money-backed stablecoins and tokenized real assets as digital financial assets under rules that took effect on May 1, 2026.
  • The country's first tenge stablecoin, Evo or KZTE, was issued by Intebix on Solana in a September 2025 sandbox pilot with Mastercard and Eurasian Bank.
  • The Kazakhstan Stock Exchange signed its own MoU with the Alatau City Authority on Oct. 2, covering digital asset platforms and multi-currency stablecoin settlement tools.

Why it matters

  • Who has to decide decision The National Bank has to choose whether a Tether pilot replaces, expands or sits beside KZTE. That choice decides whether Intebix gains a partner or a competitor.
  • Who's exposed exposure With one tower at about 83% of the Alatau pipeline, Hadron's prospects there by end-2026 depend on a single financing mandate that the exchange's or Dunamu's platforms could also win.
  • What it sets up precedent A third Tether tokenization agreement since July sets the expectation that these memoranda produce studies first; the Nairobi one had still not named its securities or its chain.

Reserve management is the most interesting item on the workshop list, which also takes in distributed ledgers, stablecoins and real-world asset tokenization models [6]. A software vendor has little to teach a central bank about holding reserves. An issuer has a lot to teach, and crypto.news reports that no commercial issuer has been announced for the proposed token [3].

There are roughly three ways this resolves. Tether could issue the tenge token itself. It would then be a covered provider, subject to Kazakh requirements on infrastructure, capital, risk management, compliance and anti-money-laundering controls [11]. It could instead supply Hadron and the design work while another company issues the token, as Intebix did for KZTE [7]. Or the proposal could fold into KZTE or stay a concept paper, since the agreement does not say whether the new pilot would replace, expand or run beside the existing one [12].

I think the second outcome is the likeliest. Kazakhstan's first tenge token was issued through the central bank's sandbox by a company other than Tether, with a bank among its partners [7]. Oversight is also split: the National Bank licenses unsecured digital asset providers outside the Astana International Financial Centre, the financial-market regulator oversees other digital financial assets, and the AIFC runs its own regime [10]. In my view that structure favours a separately licensed issuer holding the reserves. The counter-case is the workshop list itself, since a central bank that wanted only a tokenization platform would not need Tether in a session on reserves [6]. A pilot proposal naming a Tether entity as issuer of record would prove the view wrong.

The cash in sight sits in Alatau City, and most of it is one building. The agreement says the parties may use Hadron for a pilot inside Alatau's jurisdiction, with no asset class or launch date chosen [5]. The Iconic Tower is up to $50 million of a plan worth up to $60 million, or about 83% [14]. The exchange signed with Alatau five days before Tether did [18], and Alatau City is also exploring real asset tokenization and stablecoin use with Dunamu [15]. None of the Kazakh bodies involved has picked a single partner. "If Hadron is chosen, it would mark a clear operational win for Tether," Crypto Briefing wrote [20]. If the tower financing goes to another platform, the most Hadron could carry in Alatau by the end of 2026 is the $10 million logistics center [21].

Tether, meanwhile, keeps signing these. Kazakhstan is its third tokenization agreement since July [19], after a study with the Nairobi Securities Exchange that month [17] and a collaboration with First Data and BKN301 on Saudi institutional real estate in August [16]. In the Nairobi case, according to crypto.news, the parties had not yet identified which securities would be tokenized or which blockchain would host them [17].

What to watch

  • Whether the Iconic Tower and Birlik tokenizations close before the end of 2026, and whether Hadron, the exchange's platform or Dunamu carries them.
  • Whether the concept and pilot proposal names an issuer of record, a blockchain and the holder of the tenge reserves.
  • Whether the National Bank says the Tether pilot replaces, expands or runs alongside KZTE on Solana.
